This matter came to the attention of the United States Department of Justice in September 2001, when the Sikh Coalition, a non-profit advocacy organization, lodged a complaint with the Civil Rights Division of the Department of Justice through the Division's National Origin Working Group alleging that a manager at the Hard Times Café and Santa Fe Cue Club at 6362 Springfield Plaza in Springfield, Virginia told Kabeer Singh, an Indian-American and practicing Sikh, to remove his turban or leave the club.
